How to Choose a Restoration Contractor After a Property Disaster in Texas

After a major property disaster, the decisions made in the first 24 to 48 hours determine most of the outcome. Who you call first, what you sign, and whether the contractor you choose has the credentials and insurance documentation required to perform the work all affect the claim settlement and the quality of the restoration. In Texas, after a major storm event or winter storm, the volume of door-to-door contractors from outside the region increases dramatically, and the pressure to sign immediately is high. Knowing what to look for before disaster strikes prevents mistakes that are difficult to undo.

Texas Licensing Requirements for Restoration Contractors

Texas requires general contractors performing construction work above certain dollar thresholds to hold a license issued by the Texas Department of Licensing and Regulation. Restoration contractors who perform structural repairs, drywall replacement, and reconstruction as part of their scope are performing general contractor work. Verify that any contractor you consider holds a current TDLR license and that the license is not under suspension or complaint.

IICRC certification is the industry standard for water damage, fire damage, and mold remediation work. Certified Water Damage Restoration Technician (WRT), Applied Structural Drying Technician (ASD), and Fire and Smoke Restoration Technician (FSRT) certifications indicate that the technicians performing the work were trained to industry standards. Dwyer Restoration’s water damage restoration and fire damage restoration teams hold current IICRC certifications, and those credentials are verifiable through the IICRC’s public certification lookup.

Red Flags After a Major Storm Event

Door-to-door contractors who appear in a neighborhood immediately after a major storm event and offer to start work the same day in exchange for immediate contract signing should be approached with significant caution. These contractors frequently operate with no local license, no insurance, and no intention of completing the work to the standard required by the insurance carrier.

Assignment of benefits agreements that transfer the insurance claim to the contractor should not be signed without legal review. In Texas, this type of agreement transfers control of the claim from the property owner to the contractor, limiting the property owner’s ability to dispute incomplete or substandard work. Read every document before signing and do not sign under pressure from a contractor who insists on immediate execution.

What to Verify Before Signing Any Contract

  • Texas TDLR general contractor license number and current status
  • General liability insurance with a minimum of $1 million per occurrence
  • Workers compensation coverage for all employees who will work on the property
  • IICRC certifications for the work category involved in the loss
  • Physical business address in the service area, not just a phone number
  • References from completed restoration projects in the local area
  • Clarity on whether the contractor works with your specific insurance carrier

How the Insurance Claim Process Works With a Reputable Contractor

A licensed restoration contractor with insurance claim experience prepares the damage documentation and scope of work in the format the adjuster requires, submits it directly, and communicates with the adjuster throughout the approval process. The property owner remains the policyholder and is informed of all decisions, but the technical claim communication is handled by the contractor who has the professional context to address adjuster questions accurately.

Dwyer Restoration handles forensic inspection and documentation as part of the restoration scope for claims that involve coverage disputes or technical questions about the cause and extent of damage. This capability means disputed claims that would require a separate expert engagement with another company are handled within the same restoration relationship.

Why Local Experience Matters in San Antonio and the Hill Country

Restoration contractors with regional experience understand how local construction types, soil conditions, and weather patterns affect damage patterns. The limestone geology of the Hill Country affects drainage and foundation moisture behavior in ways that general restoration protocols do not address. San Antonio’s summer heat and humidity affect drying timelines and equipment requirements differently than other Texas markets. Dwyer Restoration has been working in this specific region long enough that these local factors are built into every assessment and restoration plan rather than being discovered mid-project. Their remodeling services and reconstruction capabilities also mean they bring the same regional expertise to the rebuild phase that they apply during mitigation.

Frequently Asked Questions

Q: How do I verify a restoration contractor is licensed in Texas?

A: Texas contractor licensing is managed by the Texas Department of Licensing and Regulation. The TDLR website provides a public license lookup where any license number can be verified for current status, expiration date, and any complaints or disciplinary actions. IICRC certifications are verifiable through the IICRC’s online public directory at iicrc.org. Both should be checked before signing any contract.

Q: What is an assignment of benefits agreement and should I sign one?

A: An assignment of benefits agreement transfers the right to pursue the insurance claim from the property owner to the contractor. This gives the contractor direct authority to negotiate and settle the claim with the insurance carrier without the property owner’s involvement in each decision. Texas law regulates these agreements in some respects, but signing one limits the property owner’s ability to dispute incomplete work or claim underpayment. Consult with an attorney or public adjuster before signing any assignment of benefits agreement.

Q: Why do door-to-door contractors appear so quickly after a storm?

A: Out-of-area contractors travel into affected regions after major storm events specifically to capitalize on the immediate post-disaster window when property owners are vulnerable and making decisions quickly. Some perform legitimate work. Many do not have local licenses, do not carry adequate insurance, and move on before completing work or addressing quality issues. The best protection is verifying credentials before signing anything and contacting an established local restoration company directly rather than working with an unsolicited visitor.

Q: Does a restoration contractor need to be licensed in Texas to repair storm damage?

A: Yes. Contractors performing repairs above certain project value thresholds in Texas must hold a license from the Texas Department of Licensing and Regulation. Roofing contractors in Texas must be registered with the Texas Department of Insurance. Restoration work that includes structural repairs, drywall, and reconstruction falls under general contractor licensing requirements. Working with an unlicensed contractor on a permitted project creates liability for the property owner.

When there is construction, I believe some hiccups are to be expected. Dan Dwyer himself came out to access the situation after a breakdown in communication with my builder occurred and we were able to come to a solution quickly. In the end, I must say Dwyer restoration EXCEEDED my expectations and I couldn't be happier! THANK YOU MARIO AND DAN!

Dan and his entire crew were amazing. There were some hiccups along the way (had to change project managers part way through which was out of anyone’s hands). Our new project manager Edward was awesome. The one issue we had was with the subcontractor painting company. Dwyer built us beautiful new cabinets and to this day the paint job is what I would call “satisfactory.” In the end it was quite clear these painters were only going to do enough for a satisfactory job and that is where we left it because we didn’t want to have them come back for a 9th (literally) time. Dan Dwyer and Edward pushed hard to get them to fix things even going as far as to sit here and supervise while they worked. In the end the painters were just lazy and you can’t really fix that. The lesson here is absolutely use Dwyer Restoration. They are prompt, kind, fair, hardworking people and we would use them again in a heartbeat. Their internal survey got an 8/10 overall because of these painters but I do believe deserve a 5 star rating on here because they deserve your business and will not do you wrong. The second lesson is DO NOT use Carnival Painting if you actually want a quality paint job.

I recently had the pleasure of working with Dwyer Restoration to address significant water damage and mold issues in my home. From start to finish, the experience was exceptional, and I couldn't be more satisfied with their service.

From the moment I contacted them, the team at Dwyer Restoration was responsive and professional. They arrived promptly for the initial assessment, thoroughly inspected the damage, and provided a clear and detailed schedule to address the issues.

The remediation work was carried out efficiently and meticulously. Their team also took great care to protect the unaffected areas of my home. I was particularly impressed with their attention to detail and commitment to quality. My cabinets were needing to be rebuilt, all drywall at the kitchen peninsula was replaced, textured, painted and caulked better than it had been previously when the home was new.

I highly recommend their services. Their professionalism, expertise, and dedication to customer satisfaction make them the best choice for home remediation needs.

We hired Dwyer to do a full kitchen remodel after consulting with a number of local remodel and restoration companies. Their bid was comprehensive and detailed (almost a little overwhelming). They were quick to answer questions and turn the bid back around with adjustments.

The trade workers were competent and always polite. There were a few bumps as I would have expected with any major project. Dwyer responded to each concern in a timely and fair manner. In the end we were very happy with the result and would be willing to use them again.

Some details about the project:
* removed a load-bearing column and replaced with a LVL span. This required adjusting plumbing, electrical and HVAC around the area, as well as working with the city and a structural engineer for approval.
* replaced 4' fluorescent bulb lighting with recessed LEDs.
* custom cabinets (amazing work on this!) and new counters. This included converting the kitchen island into a peninsula.
* rebuild pantry with a slightly different footprint to better utilize space.

The majority of the work was done over about 60 days, with touch-ups and adjustments going on about a month longer.

My neighbor ran his car through my house in December 2019. The entire left side of my house was a huge hole and destroyed. Dwyer Restoration was recommended as the "disaster specialists". I am SO GLAD I hired them out of the 7 others I had come out to give me bids. They were the absolute BEST in the business to work with. I found them to be exceptional in 3 areas specifically:
1. Communication
2. Professionalism
3. Cleanliness
There will always be bumps along the way with ANY restoration/renovation. The key is, to work with people that DO THE RIGHT THING. Dwyer ALWAYS came through no matter what and did the right thing. They handled every detail of my renovation as if it was their house and what they would want done.
Dan Dwyer held my hand throughout the entire insurance process daily and we were able to get things agreed upon due to this.
Mark Brown was my project manager and did a phenomenal job with scheduling and being there every time I called. He was a pleasure to work with and made everything seem so seamless.
Guido Krumm was the German Carpenter that did most of the work on my house. He was also a pleasure to work with. I fell blessed to have had such a knowledgeable and trustworthy person doing the work on my house.
I will ONLY hire Dwyer Restoration in the future for all of my renovation needs. I HIGHLY recommend them for your next project or disaster.
